overheating '01 w/ 4.7

Here is the car:
2001 durango with a 4.7 and just under 150,000 miles.

Here is the issues:

sitting at an idle or in slow traffic the engine temp increases.
causes the ac to blow warm not cold air. when this happens and you begin driving again the engine makes a whining noise and rps's seem to be higher before wanting to shift.

once moving and air gets to flowing again the temperature drops back to the normal range slowly. if i turn on the heat it drops back down more quickly.
"normal" has always been with the needle just below the thermo icon on the guage.

Here is what is been done recently:
replaced the radiator--it had a crack on the side. had a shop pressure check it and confirmed the crack on the side tank of the radiator.
replaced the thermostat
replaced the electric condenser fan.
both hoses have been replaced as well.
radiator cap has been replaced.
system has been "burped" and double checked and seems to be full.
ac system charged a year ago.

just using the "google" one of the things that comes us is a bad fan clutch and i keep reading where it says if you can spin it by hand and it keeps going its bad---when i spin the fan it moves 1 fan blade position and stops.

it does seem like more water comes out from condensation than what used to.
my wife was driving it and i noticed in a parking lot when she was stopped and then pulled forward to let me get in that it left a larger spot of water on the ground and then trailed off.

Not sure what to or where to look to next for ideas about what may be causing this.

Any help or ideas would be greatly apericiated.
could it be a bad thermostat?
water pump? fan clutch?
im not getting any screeching noises--just the whine from the engine that changes pitch.

the pump might be going bad. Clutch seems to be stiff, its fine.
The only other cause is that the thermo is stuck, but if it cools down during driving, then cant be it. I would check the pump
