They are illegal in NC but the cops don't mess with ya unless you turn into a smart ass and piss them off!

Even the clear ones are illegal here, Cant have anything covering your VL. Now I let alot of them slide but the ones that are smoke and blacked out, I have a problem with.

I would have to say they are illegal everywhere. They block view of your plate, prevents them to see, so of course they are. It would all depend on the individual cop anyway, whether they care or not.
