How are you determining they are "as high as they can get" or what are you using as a reference? Are the control arms against the upper bump stops?
Are there blocks, add-a-leaf or anything else in the rear? Tightening the torsion bars fully will raise the front almost two inches. Unless something was done in the rear, it would be pretty obvious if the front was two inches higher.
There is no harm associated with tightening the torsion bars to lift it. It is a common method on Daks/Durangos and many have done it dfor many years.
As indicated above, if the front bars are maxed out and nothing was done to the rear, it would be visually obvious that the front was 1-2" higher than the rear.
