It could be wiring or the PCM but most likely is the A/C clutch relay. Obviously you aren't running A/C in winter but it comes on if you select defrost. Is the compressor turning? If not you can try swapping the relay with one from another circuit for troubleshooting.

any problems going through emissions? I have duals and i've got to go. Just wondering what might happen.
