03 rango won start after rebuild

I have a 2003 rango that wont start after rebuild engine light flashes ten times no codes. Heads were rebuilt at the machine shop and everything is back in the factory position. Timing was top dead center before turning the key. Everything was new except for cam sensor, crank sensor, and the sensors on the intake manifold. I am at a standstill at this point. I am reading and I am seeing that it may be a cam sensor or the pcm. Any ideas please help. I should add that when I started it up the first time after rebuild it did start but then stalled out and it blew a bunch of white smoke out of the tailpipe from the old oil from the head gasket blowing pre rebuild after it huffed and puffed it stalled and has not started since.

Do you have Fuel? Is it getting to the rail? Is your rail presureized?

Do you have Spark?

Knowing the answer to the above will help you look in the right direction... Based on what you told us... it could be anything. So try to narrow the issue down so you know where NOT to look.
