I have a 1999 dodge dekota ,engine was just rebuilt I set the tdc to #1 plug but the rotor is pointing at #8 what is going on here

Yes, it is. You've got the distributor 1 cylinder off.
Alas, on this motor, you'll also have to get the dealer or someone with a DRB II or above or an equivelent to it to reset the sync; the Magnums don't set ignition timing with the distributor, but it's going to be off by 90* as it's set.
