Water in oil pan on 2005 Dodge Durango 4.7, dip stick might be rusty, how do I fix it?

First figure out why there is water in the oil pan. Is it coolant? Do you have a cracked block or head?

I believe the dipstick tube just friction fits into the block with maybe one fastener on a bracket.
