I am very sorry this took so long. There has never been anything malicious about TOTM delays - I have moderate ADD/procrastination, and have been out of the house quite a bit over the past few months. I would usually look at the big list of stuff to do (all the pictures/pages/links/etc. are relatively complicated) and said to myself that I'll have to get to it tomorrow - then it would be too late in the month to seamlessly start a new month, so I'd push it off to next month, and now all of a sudden it's march.
In the near future I plan on revamping the way TOTM winners are posted on the site so it's a less cumbersome process that doesn't require full shell access to the server - so a regular forum user (TOTM moderator) could take over the whole process again.
