I have a 2002 Dodge Dakota RT I would like to install a set of ion alloy 15 by 8 on the front 15 x 10 on the rear the front consist of 15×8with a -27 offset 83.82 mm hub, the rear 15×10 -38 offset same hub backspace is 4".will this work, please need input!!???

AS long as you can turn the front wheels right to left with out rubbing you should be ok.
I am also assuming this is a 2wd. If this is a 4wd, this will not work. Wider tires can be used on the rear, but they have to be the same exact same diameter.
Both axles have to turn the same speed.
