You are going to have to get some sort of manual, either a Haynes manual at any auto parts store or the factory service manuals, which are available on ebay every once in a while.
There is a module that controls the sequencing and timing on all the lights, but IDK what that is called on this generation Durango/Aspen. On my 03, it is called the central timing module and when it acts up, it causes the lights to do crazy things. That would be where to start first. Then, you are going to have to start chasing wires to find the grounds and make sure they are all seated properly and are not corroded.
