If i did the Hotchkis TVS drop kit for my 99 rt cc, is it neccissary to replace the shocks also??

No its not. But it will ride like a go-cart. The Hotchkis will handle better than any other drop kit, but is a much firmer ride. The Hotchkis tuned Bilsteins work best as they were made for that exact application. I've considered trying the Edelbrocks, when my Bilsteins go out,but that will be awhile yet.

sharper actually went to the edelbrocks, the billsteins were too rough/stiff for the ride

Yep, I now have the Edelbrock IAS shocks installed and it's only a bit softer. I also put on taller tires (275/55/17) and now I have a rubbing problem on all corners so I need to put in some spacers to lift it up an inch or two (at least until it's time again for tires)
