Clicking sound near EVAP / Fuel tank 03 Dakota

In picture I can see EVAP on left what is the item to the right of it? Looks like a solenoid but no mention in Haynes manual. I am hearing a clicking clacking sound around that area and was also getting a low voltage code. Anybody run into this or know what that is?
