How can I get my hands on a set of good brackets to mount some PIAA lamps? Not sure what happened to the factory lamps, they were gone when I got the truck.

I found these lamps online, says they are factory, but I'm not sure if all the mounting hardware comes as the units from the dealer do.

when you look where the fogs go, is there a cup in there with 2 holes in the back? If yes, look from the back side and see if there is a metal bracket that comes down from a lower bolt on the bumper and matches up with the two holes in the back of the cup molded into the bumper. This is how it is on my truck, and my factory fog looks like the one in your link. If those things are there, all you'll need to do is get 2 bolts that go in through the two holes in the back to hold it in place. I would imagine it'd be find without the brackets too, just mounting into the molded in cup, but the bracket would keep them from jiggling around.
