Can a 2009 4.7 be replaces with a 04 4.7 along with the PCM and if so what has to be changed

It's pretty much a straight swap as the tone wheels are the same as the 04.

Something stinks and it ain't me.
327K+ miles, mostly all original factory parts, and 15 yrs. of reliable service.....you are missed.

That's not going to be a straight swap but is still doable, it just depends on if you can wait to have the truck down for a while.
You will need to get new motor mounts, IDK if someone makes them for that model year, as the Hemi swap motor mounts are for the Gen III 97-04 trucks.
Milodon sells Hemi swap Dakota/Durango oil pans/pickups
Hotwire/Painless can rewire your factory harness to accept the Hemi connectors but it requires pulling your engine harness out completely and sending it to them or going to a junkyard to find another 08-12 Dakota V8 wiring harness

I have the 04 Ram (full truck)(chassis rusted out) can I swap out harness and mounts from that?????

Harness is not a direct connection as some of the connectors are different on that model year Ram versus the 09 Dakota. You will have to repin some of the connectors or some connectors won't work, I can't give you a direct answer on what is different.
The 04 Ram's motor mounts are not going to work, you have to get the custom made Hemi Dakota swap motor mounts and IDK if there is anyone making these anymore.
