truck will not start, security light comes on

Hello Board, my 99 Durango will not start. I turn the key and get nothing. The dummy lights come on and all electrical accessories work. The security light comes on then turns off. I only hear what sounds like a relay clicking somewhere in the dash above the steering wheel near the firewall. The steering wheel will not lock and I can move the column shifter up and down when i turn the key on. I have tried to start it in neutral and got nothing. I tried the auto shut down relay and still nothing. Could it be a bad ignition switch? A bad neutral safety switch? Any and all help is appreciated.

try disconnecting your negitive battery terminal then turn your key to the on position for 15 sec. if it is a security issue this will reset the computer, so i am told by the chilton shop manual.

What color is your key black or grey?

my jeep will do the same security thing when the battery is dead.
what you hear clicking is your relay for the headlights, tails, and hazards.
they will flash untill the security is reset

I tried to reset the system and it did not work. The battery is only one month old but i'll try a jump anyway. Also, my keys are black.

I would say neutral safety switch.
