You don't *NEED* Bi-Xenon. They're HIDs on Hi/Lo. You can get the regular kit where it's HIDs lo and halogen hi. I rarely use Hi's with HIDs.
If you have a stock radio, you'll want the digital(I believe) ballast to avoid the static.

no such thing. it may say digital ballast on like hidwarehouse.com but thats just their name for the solid state. theres either solid state or i think liquid state with hids. wont interfere with radio. idk who told u that.

Our regular 9007 kits are not hi/lo. We do not sell hi/lo kits because of issues that come with the halogen bulb that burns out quicker than the HID bulb. Our bixenon kits have a solenoid that move the bulb to simulate a high beam.

You really don't need a BIxenon kit, I usually recommend ppl not get them to avoid the cost and another potential failure point.
With a stock radio, you shouldn't need a digital ballast to avoid static, usually on aftermarket systems w/ amps, subs, etc.

I admittedly don't know as much about the electronics in the ballasts. I don't know what solid state or liquid state refers to. In my discussions, it was explained more along the lines of digital vs analog. Again, you're correct about not needing a digital kit w/ the stock radio.

As far as our kits are concerned, regular 9007 kits are just a regular HID bulb. Bixenon has the solenoid as I mentioned above.

Without doing any rewiring, when you hit the high beam, what will happen is you take power away from the low beam to the high beam and you will basically turn off your headlights. What some people have done is to wire it so that both high and low beams feed power to the HID kit so that if you hit the high beam, you will not accidentally turn off your headlights momentarily.

I don't recommend having bixenons because you are paying extra for something that isn't a true high beam, just something that simulates it, typically for inspection purposes. Also with a moving part now, its another point of potential failure. I try to be honest with my customers. I have them available as an option but when asked, I will give my honest opinion. I personally do not have bixenon's in any of my three cars and that is a choice. One of the three cars there is no choice because the stock bulb is a single filament bulb so the high beam is a separate bulb. With HIDs your headlights will be brighter and more effective than halogen bulbs are. So in that sense, it does work better than stock. As far working like stock, its not as feasible in a HID setup because if for example you had a true HID Bixenon setup with two HID bulbs, it takes a few seconds (up to 3ish) for a HID bulb to reach its full brightness. Normally when you use your high beam, its to flash and it won't really flash if it takes a second for the bulb to warm up. If you buy what I call the hi/lo kit (HID low beam and a halogen high beam), as I mentioned, not only does the halogen burn out quicker than the HID bulb, you're not getting functionality like your stock bulb because when you use your high beams it won't noticeably brighter. It just lights up enough for someone in front of you to see that you're flashing.. Think about how bright a HID bulb is and all you're doing is lighting up a small (very small) halogen bulb next to it.
In short, if you feel you need it for inspections, I say go for it. In my opinion, its cheaper and easier to keep a cheap set of stock bulbs around to swap in, come inspection time. Otherwise, why spend the extra money unnecessarily?
