Fog light cutouts

Does anyone know a way to cut out the fog light fill-ins on the front bumper? Is there a way or does the bumper need to be replaced?

Does anyone know a way to cut out the fog light fill-ins on the front bumper? Is there a way or does the bumper need to be replaced?
I've never done it, but my suggestion would be to use a dremel to do a rough cut then sandpaper (being very careful not to sand any parts you don't want touched) to do the final rounding out of the fog light hole.
