Xenon Bumper Cover

Does anybody know why the upper bumper cover from Xenon (part #5841BC) will only fit a 97'- 00' dakota? They say the viper style air dam (which is the lower part) will fit a 97'- 04' dakota?

If memory serves me correctly, dodge changed bumper styles around that time.

I have a '97 with metal front buper. The later models have plastic bumpers. The bumper cover that xenon sells is good for people who might want to cover up the metal/chrome bumper to match the air dam a bit better.
