I was looking into getting a hood scoop and its made of ABS plastic. Can I paint it with Duplicolor Intense Blue spray paint? If so what steps do I take tp prep it and paint it?

use a plastic primer, paint 2-3 coats of basecoat and then 3-4 coats of clear wet sand between coats with 1000 or 1500 grit sandpaper. Then polish with rubbering compound.

I bought this "vinyl paint" for your dash. Will I have to prep it first? I've heard just spraying it on will work fine.

If you paint without any prep it will fisheye. A good paint job requires prep, no matter what your painting.

Fisheyes are the little bubbles and/or indentions that come up in a paint job.
Use BullDog BFT or any other plastic flex promoter, just make sure it's BullDog brand.

Fisheyes are easily avoidable. Orange peel on the other hand can pop up even on what seems to be the best spray of the day.
I really wouldnt use that plastic primer w/ flex additive. You really should cure it with BullDog. You will be thankfull in the long run.

PYE,
I've painted my parts with the plastic primer and it's been 3yrs now, winters and all. My paint job still looks like new.
